mmmh... is this some kind of plug in ?

i don't know if it's a kind of plugin or something... we can see the same effect in 'his behind the scene' videos, maybe it is some kind of after effect plug in..?

Its seems more like some sort of blur and then masking. Possibly some smudging.

Looks like you can achieve a similar effect using the Paint Daubs filter in PS, using a large brush size, 0 sharpness, and a wide sharp brush.
