Can somone pleasee help me find out these letters im not good at using photo programs so if anyone wants to help go right ahead.

once you zoom in you can kinda guesse what some are but i need somone to use there magic to fix it enhance or whatever, to find out these letters

Lost cause this I reckon... There's no detail left they're just a collection of blocks in various shades of grey.

The last word looks kinda looks like VOTE though? Any info on where it's from might help?

Hmm, this reminds me of a logo I once saw for an art institute or university. Don't remember exactly what it was, though.
