Talking Double Chin and Tooth Whitening-HELP

Hi everyone, I would really appreciate some help here. I don't have the necessary software or skills to retouch photos, so I'm hoping for a helping hand. This is the only pic my mother has of her meet and greet with one of her favorite music artists (Johnny Reid). I told her I would help her out...this pic is rather embarrassing!

I would like the following things fixed (her only):
Double Chin
Shine (both people if necessary)
Teeth Whitening (not too much, don't want it to look fake)
Red Eye

If there's any other necessary changes (like skin tone), that's ok too.

I would really appreciate some help on this one.

Thank you! I took it and put warmer color into it (taking away the shine made her look older), and increased the saturation, and now it looks a lot better! The chin looks a bit weird, but I guess that's to be expected with retouching. can't wait to get my own software to do it! Can I make her eyes more colored? I have just basic software but I want to make her eyes stand out a bit more (they're blue..a little greyish). Can I do it with photogallery fix or paint?

Ok, so I took a try at it in paint, fixed the pupils. But the chin is now a bit too wide at the bottom, hers isn't that pronounced...might be a bit too long as well (just a tiny bit). Anyone wanna take another look?

Used clone stamp, dodge and burn, curves & levels adjustments.

I used the clone tool, Light & Dark.
And I adjusted the levels and colors.

I also lightened and colored the eyes.

Actually, since we're on the topic, there's one picture that I want to have made into a blanket. It' of her and her horse, but the sunlight creates a shadow on her face and the pic is not stunning. If anyone would like to play around with it, it would be much appreciated, or tell me how I can do it with my software. Thank You!!!!

Painted on seperate empty layers in both lighten and darken modes to blend in the chin(s) to her neck, lightened overall & color balanced, red eye removal and selective sharpening.
