t2, welcome to Retouch Pro. The approach will be different depending on how many fly-aways there are and the color of the hair and background. The clone tool may be a good solution, as could the eraser tools, paint brushes, etc. In some cases the use of levels may be a better solution.
If you post a sample image you will probably get suggestions which are more applicable to problem you are trying to solve.
