Trying to locate tutorial on sharpening images

I've been reading a lot of how-to and watching tutorials. A couple of months ago, I watched a video on sharpening an image. Now I'm going back to review it and can't seem to locate it.

I recall that the image being sharpened was a ship and the focus of the exercise was on the bow line. The method was not the common solutions but to pick an area of fuzziness and everything above a threshold amount was changed to one color value and everything below was set to another.

I'm interested in making some handwriting that was poorly scanned to image, more readable. It seems that this method would work well and I'd like to try it. Several hours of googling hasn't located it though. Anyone familiar with the tutorial or method? If it helps, I thought it used fractals and was in the LAB color section.
