Lightbulb How was this effect done?

I can see the blues are saturated and the venient. Is there a plug-in like this?

Try to create a new solid fill layer in "Soft Light" mode, choose a nice blue and paint in the areas you want in your mask.
Or use a hue/saturation adjustement layer, choose the blues from the menu and bump up the saturation.

Also, an add to the Der_W comment.

Duplicatting the layer and setting it to overlay will boost the contrast, play with opacity to balance the tones and set a HUE adjustment layer to detaurate it to taste. You can also desaturate the overlay layer to easily get some nice almost desaturated image
