How to get this look ?

Is it cross processing ? Is it just a simple toning ? Is it a different technique ?

Looks to me like first the levels were adjusted a little to add more contrast, the saturation was lowered afterwards, a little color shift was added with the curves (primarily yellow and cyan) and after that you can just grab a new levels adjustment layer and set its mode to "Screen".
Just tried it out and the effect was quite near :-).

Edit: Or if you want more control, you could of course adjust the brightness within the curves adjustment.

This is kind of the easy way but Pioneer Woman Action Set 2, which is free has a action called 70's looks very similiar to this look that I use.

The color shift was introduced in RGB, adding yellow simply means to decrease the complementary color (in this case that'd be blue).
I almost ever work in RGB, sometimes LAB and about never in CMYK (but I'm not printing my stuff commercially).
