how to improve

I have a obi photo of my daughter printed on paper. I have since misplaced the original. How do I get the paper look out of it. Give me the the steps.

If I understand you correctly, you want to extract your daughter from the background. If that is correct, and you have PS or PS Elements, select the oval marquee tool and drag it over the area you wish to extract. Then invert the selection and hit the delete key or just use the Imge>Crop command.
I attached two images - one is jpg (which means you are stuck with a while background; the other is a zipped .png so when you unzip it the background will be transparent so you can paste the girl onto a new background. I hope that helps.

Thanks for your help but what I needed was steps to improve the quality of the photo of her. To me it has a paperlook to it & I wanted to know how to improve on that look. Give me the steps in doing so. Thanks already for your help'

I use Photoshop not Elements but I think the process will be the same

First I used auto levels and auto color

Second after magnifying to the proper size to see the faint lines and using a 1 pixel brush of the proper color. I traced the faint lines

Third selected all the white background and painted it white

Fourth I used Imagenomic Noiseware (Free Trial available here) to bring out the pretty girl
