You can now, I believe, buy Vitaly's DVD for $99 which is probably what it should have sold for in the first place. If you are new to photoshop and retouching it is probably a good buy. He explains all the tools he uses and will show you the retouching of a photo. He doesn't go into much detail about dodge and burn. He does show you the liquify tool and the rescaling of the nose. Again it covers the basics well, but I would not recommend to the intermediate retoucher.

Not exactly. Hers expects you to already know the basic tools and jumps right into the work. Vitaly's spends a little time discussing the basic tools first.

So if you're new to PS you might want to start with a primer (doesn't have to be Vitaly's) but if you have some basic PS skills already I'd go straight to Natalia's.

The both cover similar ground, but his is more thorough at a basic level and hers is much more thorough at intermediate/advanced.

Well if you have a basic grasp on the tools and masks, i think you are fine to just jump into the series 2. I never saw series 1 and i was fine with watching #2.
