Although I disapprove of the glitz look, one still needs to know one's art program (i.e. Photoshop) well in order to get the result you are looking for.
For example, the glitz photos that I have seen would require one to:
Improve brightness, contrast, skin color, overall color adjustments.
Blur the skin to look doll-like.
Whiten and enlarge eyes, replace iris and/or pupils, apply eyelashes.
Remove stray hairs and add volume/curls.
Change lips, replace teeth.
Add catchlights to eyes/lips/hair.
Create hair/clothing ornaments (beads/bows/other decor) from child's clothing.
Head gear (hat/feather/bows) replacement/addition.
Crop and rotate photo.
These are just of few of the skills that one would use for a glitz photo.
In reading some of the threads here at RetouchPro, many of the mothers are frustrated in finding a good retoucher and those that are available 'charge too much.' It's just like any other skill, one has to pay for the skilled photoshopper.
Simply, one can't read a tutorial and learn how to do the glitz look. It takes time, practice, and an artist's eye.
