First, you need to add some ambiance (i.e., fog). Used both Xero's Serious Fog, and soft mood filters for this. Also used GIMP's Supernova to add the light lines (could have done a better job with this one; lol).

Okay, here's my attempt, though faking lighting has never been a strong suit for me.

Layer 1 (from bottom to top). copied the original layer, then added a new layer on top and painted on some fake beams in white, gaussian blurred the beams, and then merged it with the copied layer, then gaussian blurred it again until I was happy, then set the layer to luminosity and reduced opacity to 35%.

Layer 2. Copied the layer again (the original background) and placed it on top, played around with the Hue Sat until I found something I liked, and set that layer to screen. Set the opacity to 39%.

Layer 3. Just a contrast adjust curve, to get something I liked. Opacity 100%

Layer 4. A cooling filter. Opacity 100%

..... and I masked out the man in most of these layers, otherwise he would have been washed out too much.

I'm not sure how the photo compares, I'm pretty sure with a lot more time a better quality of light could have been pushed into the photo .....

Or you might try a plug-in called Mystical Lighting and Ambiance

vignetting, brushing, motion blur, blending mode SCREEN, opacity.

here is one attempt by me and my friend. in terms of pp share 50% ,50%. not on the
picture that you have posted , but on a about 70% croped picture. you can see
original picture and rarindra effect applied on 70% croped picture.

HOW IS IT ?
