Hi Ken: I'm very far to be a retoucher but here is my guess. Dodge and Burn technique, maybe with some selective color, (color adjustments, perhaps a curve or 2) of course including the sharpening and the rest of the process, and I guess the author was thinking in sepia mode. I would like to read the opinion of a Pro on this one.

try a hue/sat layer in soft light mode, desat -100 add a bit of lightness.

Easily achievable with:

1. Clarity pushed towards maximum in Camera Raw, Saturation towards minimum.

or specifically in Color Efex Pro:

2. Bleach Bypass with almost no Global Contrast selected.

or

3. Tonal Contrast with low Saturation.

in either case it appears that the sheet was masked so that only the legs received the retouching.

4. If all else fails, a substantial Unsharp Mask with a radius big enough to make a hooker blush.
