Help with blurry image

I am new to re-touching. Just play around with it. I have Photoshop Elements 8. How would I sharpen this photo. It is blurry. I would also like to smooth the skin under her right eye and brighten her eyes. Any suggestions?

had a quick go at it made a selection around hair and face and did some smart sharpen, then made a new 50% gray layer and did some hair highlights and brightened eyes some. made another selection and blured background. then a white bal. adjustment.

Be careful when blurring the background as you need to make sure whatever is in the same focal plane as the subject is also in focus. In this case you have blurred the step she is sitting on as much as you have blurred the distant background resulting in an unnatural look to the image.

I have used G'MIC's deconvolution filter in Gimp for this one, quite good I reckon.

Besides sharpening the young lady with USM and blurring the BG a little, I decided to go a little Hi key as well.

Didn't blur the blurry image.. instead I darkened the whites by doing a levels layer and moving the white slider on the bottom way over to the left till they grayed out
You might try this Elements method to Sharpened just the pretty lady
then a bit of cloning and/or healing for skin parts
