I use the dust and scratches filter for transparent surfaces... The underlying objects and edges don't get too blurry.
As Godmother suggested, add a bit of noise + a very small amount gaus blur to match pixels of original surface.
Use a hide all mask and paint over the scratches with a white brush. It takes about 5 minutes
