Don't know exactly what you're looking for but take into account 2 things

1 she has oil on her skin (not properly applied since you can notice places where the shimmer isn't the same)
2 the photo is taken with flash

I personally don't see any real retouch on the skin tones

Re: What Filter or White Balance is this...

I think they are asking about the color treatment, i.e. how to give the model a tan.

I think the model is tan to begin with, and you can tell the blue sky has orange color contamination, IOW, the shot has been given a warm white balance to begin with.

There are a lot of ways to add warmth to an image. If you're working in Camera Raw you can mess with the white balance sliders. If in a recent version of PS you can use the Photo Filter adjustment layer, which defaults to a warm filter. That's just a couple of easy ones. The number of color controls in PS is staggering.

As for darkening not-so-tan skin, try this. In PS add a Black & White adjustment layer, in the layers pallet set it's blend mode to Luminosity, then pull the Red and Yellow sliders left to darken skin tones. Another method would be adding Black to the Red and Yellow channels in a Selective Color adjustment layer, or similar in HSL.

And of course you can adjust your white balance to give your background/sky the tone you want and then add warming filters eg an 81EF or a half CTO to your flash. With an understanding of this technique you can precisely fine tune the colour balance between your model and your background.
