I'm a photographer and a retoucher
first thing when i look at a photo is looking at shadows and highlights in the eyes,face and body
look at her eyes you can see a light source ( natural or flash i dont know) on top and then an other light source 'maybe a reflector on the bottom of her eyes

what some here analyse as PS brushes could easily be some flare from the main light source..and flare soften an image ,removing a lot of contrast without the need of PS
