how to achieve a similar effect

hi guys, i'm just in love with this photo. i love how they did the colors and its cinematic effect.

i was wondering how can you achieve something similar in post.

Geegeevee, the image has a low saturation with more color selectively restored. Try the following:
Above your image add a Channel Mixer Adjustment layer. Check the box Monochrome. Now lower the opacity of the layer to about 20 - 30% or play with it until you get the affect you want. Now take a black paint brush at about 20% opacity and selectively paint where you want to have more color for effect. You can also play with the RGB sliders to change areas of brightness and playing with the Constant slider will affect contrast.
