How this effect could be done?

I love this effect and mood of this fashion look, wonderring how it could be done Exactly to archieve something like that in PS?

Possibly there is glass between the camera and model. Gobos on the lights. Or perhaps it was done in post.

I'm pretty sure it has been done in post PS. But the question is how? what method can be apply to archieve this mood and effect?

Try creating a solid colour adjustment layer then masking it out of certain areas, then experiment with different blending modes like vivid light, and also tweaking the Hue/Sat/Brightness of the solid colour layer to suit. You can also bring in a texture you like and overlay it using a blending mode like softlight/overlay/screen.
