Looks like a variation of the Dragan effect desaturated a bit.

Personally I think that the image you linked to is horrific, sorry, just not to my taste! It looks like over use of the dragan action coupled with lucis.

Have you ever started cooking something in the oven, left to go do something else, only to suddenly remember you had a meatloaf in there you put in about 7 hours ago?

Lucis Art does the trick. It is kind of a bad rendition of the Dragan Effect which is so much more better. Get Lucis Art and play around with the options there to get the effect.

You might also want to try an action. Go to http://www.atncentral.com/download.htm and download Draganizer.
