Beauty pageant retouch?

Hello there =)
I´m new to the forums and I really like how you all discribe how everything works. But I still don´t get it, how to do beauty pageant "Glitz-Photos". I really need one for my niece, she is new into beauty pageants. As I said.. I still don´t get it and so I was wondering if you could help me a little! Attached is a photo of my little niece Kaylee. Hope that helps!

What software are you using, what problems or issues are you having trying to retouch the image, and specifically what do you not get?

I have Photoshop, but I like to work with gimp better (:

I don't use Gimp but in PS there are many ways to blur skin.
One group of processes is to select the skin, copy it to a new layer, blur it, and then blend it back in. There are many ways to do that. One method that works quickly is as follows (samples below):
Go to the channels palette and Ctrl+Click on the Red channel to select its luminosity (red channel is where much of the skin is). Go back to the layers palette, Ctrl+J to jump the selection to its own layer, apply a blur like gaussian or surface or median, add a black (hide all) layer mask and with the mask active paint with a soft white brush over the skin that you want smooth.
Another method to smooth skin is to use the "Quick Degrunge Technique" as demonstrated in a tutorial you will find in the RetouchPro tutorial section. There are also a number of threads her at RP on Skin Smoothing, just do a search.

Hi Kinley.

In addition to the method Murray has suggested for soft skin, you can replace the eyes with 'glitzy eyes', use custom brushes to add lashes and brows, piece in hair from other photos, enhance lips, etc. I did some things quickly on the very small image you provided to show you an example.
