Red face Another: How to learn this Methods posts :)

I am just fascinated with this Retouchers method of retouching and for weeks have been admiring and trying to learn it with no luck. I use Paint Shop Pro 12 and have been for years now and am pretty advanced in it but cannot figure this out. The photos have such a fantacy-painting look to them with the vivid colors and are just breath taking. Anyone have any clue or idea as to how this retoucher gets her photos to look like this? Thank so much in advance

I can't speak for PSP, but in PS...

besides the obvious type of back-light scene, try:
duplicate image on top, blend: overlay, Blur:10, Opacity:30

This seems to be quite similar to an action I've seen from Kubota Image tools - I think it's called something like 'Deep Forest' or something...

Although the foreground is evidently masked out, the process you're probably looking for is called the Orton Effect.

For PSP there are some tutorials here and here.

Although the tutorial examples don't show it well, if you were to apply the same procedure to the backgrounds of photos featuring people rather than flowers and animals, I guarantee that the results will be close to those you desire.
