Photoshop actions and shortcuts? CS5

Forgive me if this is the wrong forum but I figured that if you can't help me, nobody can.
The question:
Is there any way to assign shortcuts to actions other than F-keys (and F-keys in combination with shift-ctrl/command)?
I am configuring my new Intuos4 and I have run out of F-keys for various actions. Hence the question.

Have you run out of the combination of F keys and the Shift and Control option buttons? I think that would give you 44 possibilities. The issue is if you use them all how will you remember all and which are which? At some point does it not become more efficient to chose your action from the list or group of Actions?

There are outboard keypads one can buy and then place the shortcuts on them. I do not know how many they will hold or the price.

Yes I ran out of all 44!
I intend to use the Wacom Intuos4 radial wheel to manage the actions. That gives me very fast access + they are labeled so I don't have to remember any shortcuts.
I just need to assign shortcuts to my actions that are not limited to F-keys.
Is this possible?

The Wacom Intous4 has a radial wheel that will hold plenty of shortcuts. The problem is that to use it with actions the actions must have assigned shortcuts (to my knowledge) and the shortcuts for actions are limited to F-keys which I have run out of. So I wanted to know if there is a way to bypass F-keys when assigning shortcuts for actions.
