legs skin

Hello, the skin of the legs is the one that gives me more problems: is often rough, and almost always underexposed compared to the face, but the most difficult are the white and red stamps that are created because of inefficient blood's circulation.
I'm joining couple of examples, before and after. I can say I did something, but I can't say I'm satisfied.
Someone of you feel like giving me some suggestion?
Unfortunately I'm living in France I can't watch the Chris Tarantino's video/lesson about rough skin...I really wish, someone could support me?

Not sure how much hair you want to retain.

Here's a before/after using the Imagonomic Portraiture plugin.

You can probably get similar results for free using inverted highpass techniques, including the free SkinSmooth plugin, but Portraiture halos far less at the edges and masks better.

Roughness /'stamps'

Old technique:
1) duplicate image twice
2) Create new group and put new dups into group
3) Top layer Blend mode Lighten Opacity 40 & Gaussian Blur 4
4) Bottom Layer Blend mode Darken Opacity 80% Gaussian Blur 8
5) Change GROUP Blend mode to Normal from Pass Through
6) Add Hide all Mask to Group Layer
7) With soft white brush ON MASK, brush in smooth skin

After this, you can use selective colour/Photo filter or Colour Balance to get skin colour you want
