Need to create Blue Tone

Need to create Blue Tone

OK I need some help I need to find a good way to take an image and add a cool blue tone or cast to the photo... I have to sample images one is the original and the other is the image with the blue tone...any help?

I am a newbie and have Photoshop CS3 to work with

Blue-1a is the original and Blue-2a is the final.

Note that the skin tone is largely unchanged but that there is now a blue tone to everything and the dress has changed from purple to blue...eye color changes etc...

Hello Starlifter, there are many ways to do this in PS.
One way is to open the image in Adobe CAmera RAW from Photoshop, and use the Split Toning Tab to shift the color (the a sample attached uses Split Toning).
Or just open the image in PS and add a Gradient Map adjustment layer.
You can also add a solid color adj layer set to color blend mode on top of the background and adjust the opacity and mask out where you want to protect parts from turning cyan.
You could use a Hue/ Sat adj layer.
You can use a Selective Color Adj layer.
There are a number of other methods as well. There are usually many ways to do the same thing in PS.

Murray thank you the split tone method seems to have recreated the method perfectly...Now I just need to learn how to do that

Whatever method you'll choose, it will have to be applied selectively.
Not knowing how the picture was done originally, you could use selective targeted curves adjustments with some HSL fine tuning, taking samples from the adjusted pic.
