Glitz Pageant Photo Retouching

I everyone! Like everyone else i am new to the glitz pageant photo retouching...i know how to smooth the skin, but i cant figure out how to do the baby doll eyes and make the entire picture look glitz...i have searched this site and many others and tried most of the tips given, but still cant get everything right.... any info will be a great help! I have attached a photo of the results that Im trying to get...

i played a little with your image - i took a screenshot and did some touch up that would illustrate some areas for you to begin.
unfortunately, retouch pro only can upload the tiniest of files,
and i don't have any websites set up on this new computer to
make a .gif that would be small enough.
i put some pop in the eyes and some airbrush to "glam up" a little.
so if you feel like it, follow this link and leave two words, "send back"
and i'll email you the jpeg redone.
i'm in Los Angeles and work late and rise late.

I was wondering what steps do I need to do first to start to create the Glitz look....do I do the back ground first, then the make up, ect.? any help would be appreciated!

Were you able to find the answers you were looking for? I have searched the web all over and cannot find out how to retouch photos for glitz. Is it a particular software that causes the china doll glitz effect or can it be done with any program and I just need to learn the particulars??? Any help or advice would be GREATLY appreciated.

How do I retouch my photos to look like the one in your thumbnail? I can retouch photos with no problem and they look great but they are very NATURAL. I want GLITZ. Any tips or advice on how to achieve this look??? I would greatly appreciate it.
