I would say you can use a fluid simulation and render just one frame or several frames ...

or you can create a water model in the 3D software.

make your model-shot (just a pose, no milk)

get a doll (...yes we'll play with it)
-make it in a similar position as the model you just shot

and then do what garibaldi said with the milk... but on the doll...
then make the composition only of the liquid over the human model shot

Shopping list

1) Beautiful model (preferably nude)
2) Several large pails of colored milk or similar
3) Assistant to throw milk/paint on model
4) Plastic sheeting to protect studio floor
5) 16 SB-900 speedlights
6) 4 4-way (or 2 8-way) speedlight blocks
7) PW triggers (support HSS)

Setup lights, use fast shutter + HSS + 16 speedlights. Shower, rinse, repeat.

Instruct assistant that model does not need help wiping milk paint off, so stop asking.

So far, I have the milk and plastic covered. Need $2k for lights and triggers. Slapped by 4 models so far.

8) Get new business cards so models stop slapping me.
