Tutorials on this type of effect?

I have a request for an fashion/ editorial shoot retouch. the photographer is asking for some cool lighting. He suggested incorporating some sort of carnival ride in front of the image as an overlay. Here is the link he gave me for an example of different lighting effects...

I was wondering if anyone knew of any good lighting effects that are not for cheesy photoshop rainbow tricks... google is no help.

So are you asking for lighting advice or photoshop? Or are they asking you to fake good lighting in photoshop? Or are they asking you to do slight double exposed look that's going?

They are asking for some type of effects with another lit image, like a lit up ferris wheel, to overlay into a photograph. Im just looking for some tuts explaining some good flashy lighting techniques.
