How to Achieve This Coloring

I have been playing around for days and can't get the look of the blues and greens how vivid yet subdued and overall clarity as the image with the girl blowing bubbles

Is it maybe the shot itself that lends for this look what is the name of this technique? Cross Processing? I know its a popular technique but I cant seem to find any tips as I have no idea the name of the Technique.

I come close but not enough I have been using levels adj layer blue output sliders it gets me part of the way but not all the way the color lack something I'm not certain the word for it any help appreciated I also like the sky shot effect too I couldnt get 2 pictures to attach if we can do that I have no idea how but here is a link for the sky http://weheartit.com/entry/9911308

I would use hue/saturation and just adjust the saturation/hue of each color individually instead of "master" to bring out the saturation in the blues/greens more for the background. Then do the same for the colors you want to bring out in the girl/bubble etc in another layer/layers
