Skin Tone help

hi guys I was wondering if you could help me? my problem is that I am using capture one 6 to edit my photos but I have photo of my brother and around his neck area the skin color is a little darker then then the rest of the area I was wondering how I could blend the skin colors so its not noticeable. Also he put his arm up in the picture and you can see his arm pit hair any way I can get rid of that? also I am a total beginner at this thanks everyone.

Hi! I just retouch as Clone, (Photoshop CS3), and click Ctrl - M, light You see again. I hope your borther like it. Here is the link:

Resolution is not my favourite though I work on CS5.
I did following:
Curves layer above>push the highlights up> masked the curves layer> took soft brush 15/15 and carefully lightened darker areas> created empty layer above in colour mode> sampled lighter skin tone and again painted with soft brush at 15/15.
