Perfect hair

I've looked around and Im not really sure how this is achieved. By perfect hair I mean e.g. pro photoshoots, when shooting the hair will be good but have scraggly bits but when processed something is done which means it ends up perfect and has perfect lines and NO scraggly bits! e.g.

I understand that the example above is heavily shopped but it shows what I mean about the hair, perfectly clean, no bits anywhere, perfect sheen etc!

so can anyone help me achieve such an effect? thanks guys!

It is all about cloning, smudging the individual hair where needed, copy pasting, warping.
Personally I do hair job by these techniques.
