Help!How to get this look?

Hi,
I have trying a long time to get this look, but it doesn't work. can anybody help me? And know, how to get this look?
I have photoshop cs5 and know a little bit
please help me

A very general approach might be:

1) Make a new layer above the image
2) Fill it with #000066
3) Set the blending mode to Exclusion and adjust opacity to 20-30%
