I am new to the forum and have a typically dumb newbie question. I have a couple of photos where I would like to remove a double chin (without actual surgery (: ) and wondered if Elements 9 has a tool that would work. I also have iPhoto. Given my skill level I don't think the fully loaded Photoshop would be right for me.

The Liquify Filter is often used as one of the tools for "surgery" and is available on Photoshop Elements 9. That just pushes/squishes pixels around which will be needed yet on top of the Liquify Filter my guess is that you need to do some cloning/healing in those areas after using Liquify.
I would search the internet for some tutorials on how to use the Liquify filter to get up to speed on its capabilities. Hope this helps get you started.
