How to get this effect?

These sparkling spots, how is that effect achieved? Any ideas?

i searched the forums and there was a thread on this, consensus was it's bokeh from another picture.. bokeh brushes look so fake.

A good bokeh brush would essentially be grayscale bokeh taken from another picture... so you can't really say one is much better than the other.

Black background, light beam, glitter/dust/something into the air, Take photo.
Composite with your photo.

damian: It could have looked ok if he had used a proper setup;
Black background, shorter shutter speed, etc.

Looking at the original again, those "sparkles" does not look like one single picture, but a combination of several (perhaps in the form of brushes).
