elliptical blur

Good afternoon,

does anybody has an idea how ellectical, not radial blur can be performed in Photoshop? here is the sample:

I have an idea (untested)...
1. for a landscape image, increase the height to be the same as the width
2. apply a radial blur
3. reduce the height back to what it used to be.
>> oval blur
