Is this crossprocessed?

I've really admired this artist use of colours and conceptual portraits for a long time. I assume this is just crossprocessed? I can't quite figure out exactly how their doing their colour though.

Anyone have any suggestions?

it looks like you need to bring down highlight end of three channels, add vignette and a texture background. not in my taste though.

No, it isn't cross processed.
Building on what 'mshi' said, you'd want to add a curve or levels layer to pump in some yellow into the highlights and some blues into the shadows. Then you'd add another adjustment layer, like Black and White and then lower the opacity.

This kind of "photography" is shot with a diffused light source to begin with. For example next to a North facing window to give very little harsh shadows.

Just play around with different blending modes and opacity and so on until you're happy with the end result.
More often than not you'll find these kinds of photographers/retouchers would have done the exact same thing.
