What kind of Blurring process was used in this?

This was shot by Manny librodo. one of the things im interested in his work is the blurring. Its smooth and almost no detail.

Heavy shaping with DNB, also painting on separate layer in low opacity, THEN blurring. I'm guessing plain old blur tool.

It could also be after the blurring and masking and painting a bit of use from the smudge tool

I already know about the sharpening technique. im actually curious on how the flowing blur is done thanks for the inputs.

You can achieve the blurring by doing this: create a duplicate layer of your background layer then apply gaussian blur. Then just lower the fill then create a white mask then brush the area that you don't want to be affected by the blur.
