How to get this effect!!!!!???

i like the overall artistic feel of this picture. just need to know how to re create using a normal photograph.

Looks like onOne, Topaz or Nik plug-ins would do this easily (especially retro film-effect presets).

Maybe Hue/Saturation on a duplicate layer and layer blending modes?

For the vintage feel, I usually add a solid color layer, on 'hard light', at about 20% opacity. You can tweak the color to suit the image and desired effect, but I tend to prefer using a color around the hue of orange juice. It gives it a nice warm, vintagey look. You can also duplicate the solid color layer, change the blend mode and color for some additional effects.

Solid color, good point!

In Canvas X (an integrated vector/bitmap app) you can overlay solid color or gradient vector shapes over an image and play with blending modes. Maybe Illustrator can do this too. What Ian described above is pretty much the same thing, but in PS.

There's the old "effect" question again. First you must try to keep in mind the contribution of clothing/hair/makeup. Match lighting, match color balance at highlight/midtone/shadow. I wouldn't just gradient map it or something. You want good work, you do it in detail. You'd be best off trying this then asking questions when you get stuck along the way. Some of the plugins can get close to this or even do that, but you're limited to what the plugin can do at that point. Doing it by hand yields way more control.

Well, it's not how to get there, it's more like what it is.

And it is an opaque color layer of beige over the entire image.

The image has been previously retouched to fix all the problems (although her inner elbow still looks like a mess), then selectively the black clipping was applied to areas such as hair as well as a bit of reduction in the contrast/contouring of the skin.

And also they had quite a flat-lit image to begin with.
