how to get these "muted" colors?

Don't know about the photographer, I just saw it on pinterest.

Duplicate layer, desaturate, Add hue/sat adjustment, adjust opacity to personal preference.
Keep in mind the overall, feel, lighting and editing of the image makes a big difference as well.
