How to achieve this soft effect?

It looks like the fill light has been bumped up, and the saturation may be taken down a little. This could be the reason for that white glow covering the entire picture and the desaturated effect as well.

Depending on how saturated the original is, try the following:
From top to bottom layer stack:
3- Solid color adjustment layer, all white, fill @ 20%, mode "Exclusion"
2- Vibrance adjustment layer, Vibrance set to around -90, Saturation to +30, mode "normal" - play with values as you see fit.
1- Original layer, also known as background - assuming it is an original image.

If it is Photoshop you are using, then, there are about 150 other ways to do it

You can just use curves/levels alone to achieve that look quickly. Here is what it might look like before the tweak.

I just used a levels adjustment layer. Or simply you can apply Auto Tone under Image.
