Shoot on an overcast day. Expose for the skin.

In photoshop, do an s-curve for contrast
Adjust colors individually by using Selective Coloring
Drop the vibrance a little

I don't think there's something special on the post process, basically good shooting sessions... The post process is minimum...

first you need to shoot big aperture glass at wide open or nearly wide open. and in post all you need to do is to work the curves in each channel. perhaps something like this:

Nothing special about the image, just play with levels (RGB) & Contrast.
