How to get these colors?

Ok this picture is obviously not mine, it belongs to charles lucima.

I'd like to know how to get these tones & colors.

Try per channel RGB curves, color balance or channel mixer. Since the image is mostly shifted towards a yellowish tone, it means you wanna play more with the blue channel.

Indeed it is - Aside from introduce a color shift here, you're going to want to flatten out the contrast a bit - notice that the black output is somewhere around 20-25 (roughly).
