How is this made in photoshop?

The photographer says "This is not HDR. I don't use premade actions or plugins, my post-processing is totally made step by step in Photoshop.
"

Lots of local contrast and individual component sharpening, would be my primary guesses along with others.

Provide a similar image for others to play with of a suitable nature and I'm sure some will get pretty close.

If you push the usm, saturation and noise sliders beyond their 'normal' range you will be in the ballpark. Most whacky effects in PS are (and were) achievable without using the newish filter buttons. When it becomes easy to do the effect soon becomes old hat.

I agree with the above two opinions, it looks to me that it also has a photo filter, or some kind of color adjustments. But local sharpening is very important in these works.
