To me it does not look as the skin is smoothed with dodge and burn, especially her face seems to have a lot of small red dots in it. The impression of smoothness may come from blurred copy on top at a real low opacity, but thats just a guess.

To me it does not look illustrated, any more than the previous images in this thread.
I think a illustrated look is more like ...

I think it's a combination of good lenses, a soft fill light some cleaning of skin and topped off with some added noise. I noticed a lot of the advertising retouching is noisy. It softens the gradations in the image.

Its mainly dodge and burn. here is an image showing the combined dodge and burn layers ( for skin smoothing and adding more highlights and defining shadows ) Its the guys face. Also an example how cheap clothing can be made to look a little more expensive by adding some texture ( to make plastic look a little more like skin ).
