Question photo arm re-touch

Hi everyone, I have this photo, however I am completely new to photo editing, I would like to slim the top arm a little. Can please anyone advise or help me. I don't have photoshop, but if there are any similar websites I can download and what kind of technique would I use?

This is CS5 Photoshop (Liquify tool)

newtophotoedit, Welcome to RetouchPRO Hope you enjoy your stay here and make lots of friends. Poke around, have fun!

If you want to post a larger resolution that is over 100K then you can host your image elsewhere and attach a link in the thread (as you did here...linking to the highest resolution.. or the largest size you can upload), but also please attach an under 100K version so the thread remains useful in the future, regardless of external links.

GIMP (free) has many capabilities. It does a lot of the same things that Photoshop does. It can be used as a simple paint program, an expert quality photo retouching program, an online batch processing system, a mass production image renderer, an image format converter, etc.

Just a few extras you can accomplish with GIMP
