How Did they do it?

Hey Guys! New here, hope I've put this in the right place.

I'm am wondering how you create this feel on photos?

I am fairly competent in photoshop but I would like to hear your'e take on it, I can't seem to replicate it.
What would you call this effect? Tutorials? Actions?

It's never actions.
Experiment with curves. It's white point down in RGB, then up or down in individual channels to tint it, then saturate the whole thing.

You should start by identifying characteristics of it and trying to achieve one at a time, even on a subset of a given image. The initial adjustments may not survive until the final round as you find more effective ways to apply cumulative adjustments that will be repeated, regardless of whether they're applied in a uniform manner to a given image. A good starting point would be taking note that the blacks are lifted somewhat here, and they aren't entirely neutral. You can initially ignore smaller details like the eyes and head scarf, as they obviously have some amount of targeted adjustment. It's not just going to be one thing applied overall, and this has nothing to do with photoshop competence, which is essentially worthless when it comes to determining what you want from an image.

It is a process called Light Leak! Google "photoshop light leaks", there is even a tutorial on YouTube that shows you how.

It is just an image full of various colors.

You would place it on the top of your layers, change blending mode, you might also invert it, then, set opacity to taste! It is this simple. You might use masks at various opacities to show or hide the effect. I found like 74 of them somewhere on the net, I got them all, just look around.

The attachment is a sample Light Leak image. You can create your own, there is nothing to it. You may also stack them, hide portion of one, hide another in the other one, just play around with layer modes and such.
