I usually go with high pass at around 3px blended overlay and an extra black and white adjustment layer on top clipped to the hp layer to remove unwanted color shifts. But that's a rather subtle sharpening so you can pump the radius up a bit for a desired effect.

The broad tonal contrast may have been helped along early in the workflow by using very high radius/low amount sharpening or very high radius High Pass. It's hard to know for sure but when you blur away the detail there is (to my eyes) that sort of look. If this were the case, there would have been conspicuous haloing around the figures which would then have been removed.
