is there a color wheel for photoshop cc?

I do know the program. It's 3d lut creator.

I may be confused, but curious why no one has mentioned the obvious here.

Photoshop does have a "color wheel" in the color picker. It's just not a wheel. But you can pick any color, either visually or by-the-numbers.

So to do what you want, maybe this works:

1. Add a solid color adjustment layer and put it in color mode. Layer/New Fill Layer/Solid color. Pick color. Change blending mode to color.

2. Mask that layer as desired. Use blend-if to target midtones, or better yet add a midtone luminosity mask.

3. Double-click on the layer and the color picker comes up again. You can change color and see results in real time. Or change the opacity of the solid color layer.

But... when you apply color "A" to color "B" using color belnding mode you get color "C", which is neither A or B and may not be what you want. Usually it works well when A and B are close, but not so well to change red to blue for example. So, as an option, add a Hue/Sat adjustment and desat the existing color. Apply the same mask to the Hue/Sat. Better yet, put the solid color layer and Hue/Sat layer in a group and apply the mask to the group.

There is also the Adobe Color Themes under Window / Extensions. A nice tool to choose colors, but it doesn't eliminate the issues mentioned here.

Not sure if this is what you are looking for but in Photoshop,
1. Choose the color you want
2. create new layer filled with the color you chose
3. set blend mode to color
4. use color balance
5. choose clipping mask. (this will affect only the layer below)
6. you will have to add a mask to affect only what color you want to affect.
this image has a very bad red cast. I used an average blur reduced to 25 percent and inverted the color to get the blue. then added a new layer with your example color e8d2b0, set the blend mode to color adjusted opacity to taste. added a color balance layer and set it to clipping mask. then masked out everything but the boys face on the right to get your color. I did have to use shadow and highlights to get the color i got but you might be better at this then i am. You might also try using a curves layer set to clipping mask, might give better results.
