how do i get washed out colors dreamy look?

I want to know, how I can get washed out colors dreamy look like on the attached color photos from sarker protick?

This could be one way.... choose your own opacity and masking

Just an overexposed image. If you want to do it selectively, make a selection, feather it, and lift the black point.

Use adobe photoshop to get this kind of effects.

Steps:
  • Select the brush tool,click on smooth brush option and increase the brush size then click on the image(reduce the opacity by 50%)
  • Go to the image option and select curves and adjust it accordingly.
