Add grain. But more than that you need to be highly skilled digital artist. Top results require skill, it's "the way it was painted".

That being said, you could get some direct answers if you post your starting point.

IMHO it's better not to use such a technique or use it very carefully as image gets clear "artificial" feel.
Good optics, image resolution and lighting are a decent way to rich textures.

There are reasons to add noise. Usually it looks too flat and you want to add some element of randomization. That can give the impression that the skin texture is obfuscated by noise. It won't have the appearance of pores. Other than that you need good lighting and a lot of resolution. No one creates that in post unless it's a very small area that you're filling in. When something is small, you can make it so that people will not notice. You can't do this with an entire image, especially not in any reasonable amount of time.

I think you should consider why a stamp brush doesn't work. Pores face in different directions, and you should study enough faces to understand this. It will improve the quality of your work.

For the most part, it appears to be done by adding noise and grain to the image. You can also do this with a combination of skin textures brushes created by you or by others on the internet.

I believe a layer filled with black in screen mode with some gaussian monochromatic noise (25%). This layer can be scaled up to 400% thru edit->transform then some blur (maybe motion) applied on it. I'd add a Levels adjustment layer (clipping mask) and drag the black and white point sliders to fine tune the contrast and reduce the amount of this sort of "snow" effect.

One can put the texture back grabbing a piece from the photo mentioned by the OP define a pattern and fill a layer in softlight mode. Desaturate, Highpass and unsharp mask the mask out to reveal with a low flow white brush.
