PS Elements 3 HELP

can someone offer me a bit of help please ?
I keep all of my pictures in PSE 3 Organizer.
assume that I am working in MS Windows (Office 2k) and I want to access a file in elements, to d'load a pic.
Is there any way of simply doing this.
sorry if this is dumb, but it has me beaten,

It is supposed to work like photoshop album (not photoshop different product) and in that you simply select the image you want, right mouse and choose edit with and your graphics package should be listed there. Or as it it part of Elements double click, but try the right mouse option.
